I'll try to make this as straight forward as possible. Currently our team has a VSS database where our projects are stored. Developers grab the code and place on their localhost machine and develop locally.

Unfortunately not the ideal solution at the moment since we have been going down this path for a while, and changes to the process are slower the more people we have. I will make this recommendation going forward though. There are a lot of problems with Web Site projects especially in regards to team development.
WS was a new project type added for VS We have the same issue, except I am now a team of 1 so it no longer is an issue. This was the only solution we could come up with. I'm curious how using a build machine will prevent someone from accidentally checking in files which were previously deleted? Also, this is a problem with class libraries, not just web site projects. StingyJack: The problem really isn't the developer, it's the project type. Everything from references to the files that make up the project are automatically updated every time the solution is opened. The dev can't do anything about this. Your best solution would be to switch to a better version control system, like SVN. I see that git is gaining traction. Counterintuitive, I know, but true. If you try to do this without Destroy rights, you will not be able recover files.
VSS installs with these rights enabled for all users by default, so if you have not modified the defaults, this will not be a problem. But if you or someone else has changed the defaults, enabled rights and assignments, and removed Destroy rights from your user account, this will not work. If you find that you can't recover files, start the VSS Administrative console, select the user account you want to modify, run Tools , Rights Assignments for User , and make sure the Destroy option is checked.
Then proceed. When logged into the VSS editor with an orphaned check-out in view, you can see in Figure A , that it has been checked out by someone else by looking at the User column:. That's another clue that you have an orphaned check-out. Right-click over the file name, and choose Delete, as shown in Figure B. If you need to recover more than one file, just select them all and proceed the same way.
Make sure the Destroy permanently checkbox is not checked before you click OK. Destroy permanently does exactly what it sounds like; if you check that box and then click OK, you will not be getting Rieko's file back. VSS knows what you're trying to do, and warns you accordingly.
You're trying to delete a file that has been checked out by someone else, which is an unusual situation. But this is what we intend, so click Yes or Yes All for multiple files.
VSS removes the deleted files from the project as you can see in Figure F :. Right-click over the project that used to contain your deleted files, and choose Properties as in Figure G :. Click the Deleted Items tab, as shown in Figure H , to display all the items in that project that you have deleted but not "destroyed permanently":. Select the files you want to recover, and click Recover. Purge is the equivalent of Destroy permanently, so don't click Purge unless you've decided to send Rieko's file into the land of the lost.

And I should have removed sourcesafe, and installed the everyminutes-complete-backup-copy service that I wanted to install, but got no permission to do both of these things Man, a sourcecode management system - when it already can't merge two files modified simultanously, it should at least keep backups and a transaction protocol.
